"I think that's overly complicated," says Justice Olsen. "How would you vote if Tootsie were a toothless miniature schnauzer, who couldn�t bite or chew, who had chronic laryngitis so it didn�t make noise, who wore tennis shoes, was paper trained, and never left the apartment?
"Do we want to interpret the law in such a way that the courts of this state must look at every dog to determine whether it�s a good, quiet dog? Or do we want to say that because dogs generally bark and chew, all dogs must be classified as pets?"
