"I, on the other hand, think the purpose behind the writing of this law is very relevant to our interpretation of what it means," says Judge Jackson. "Is there any reason you can think of for why the legislature would want to enable landlords to evict tenants with pets that do not cause property damage or noise, or any of those sorts of problems?"
